Dragon Master Alex
It all started with this guy. I don't know much about him other than the fact that he used an attack called "soul beam".
Blue Lightning Flik
Flik was next in line. He dethroned Alex and became the best fighter in the land. The only guy who could come close to Flik was Kyros, who he beat. Flik was a dominant champion.
Squall / Kyros Valchion
Kyros ascended to the throne during Flik's absence. He ruled with an iron fist while MG & Atreyu were still trying to get good. He didn't really have any competition. He was dethroned by MG.
Mystic Gogeta (MG) / Quickhand
MG ascended to the throne by defeating Kyros. This era was similar to the Leonard-Hagler-Hearns-Duran era in boxing. Four great fighters, (MG, Atreyu, Kael, DSG) who were all capable of beating each other. MG had the longest era because he still holds the mantle to this day. Although he has lost to all of his brethren, he always avenged his losts.
Atreyu / Hiro / Rave
Ascended to the throne by defeating MG. This was only temporary because he lost it right back. He ruled for quite a while during MG's absence. This was when he was hanging out with Mikado's camp. He didn't have any competition during this time because Kael wasn't good yet and he became better than DSG. Dethroned when MG returned.
Kael
Ascended to the throne by defeating MG. He and MG would go back and forth for a while. Out of all the speed fighters throughout history, he's come closest to being MG's equal.
Like Atreyu, he had a long reign at the top during MG's absence. He had entire chats hailing him as the best ever.
LRW
There was a period when this guy was #1. Ukyo must've been missing in action. He never ascended to the throne by beating someone. Instead, he snatched it when everyone was gone. Ryan Hughes must've been missing in action also. He was dethroned by MG.
Ukyo Hikuraga
Ukyo descended to the throne during the absence of most of the fighters on this list. MG came back and they fought, with Ukyo winning the first match. This validated him as being the number one fighter of the time. There's been some controversy over whether Ukyo was truly the #1 fighter because Prettz may be superior. However, since Ukyo has the better resume and numerous fights haven't been documented with Prettz the victor, Ukyo gets the nod.

Prettz is currently the best fighter in the world.
